An Explanation...please...

Ok, everyone is aware of the existance of those pesky "Crossing" signs...they warn us about everything from swamp donkeys (aka moose) to strange child-like characters lurking near schools...
Then there is this sign:
So basically, this sign is indicating the possible danger of "Elderly persons". Watch out! They may wander across the street at will and totally unexpected! Heavens, NO!
BUT, look closer:

Where are they crossing to/from? Are they desperately trying to climb the fence? Trying to escape from/to church?? Looking to add a wee bit of excitment to their lives? WTF is going on with those crazy elderly folk? I for one would like to know...
